You know, it is funny that even though some women appear elegant, I still don't find them particularly attractive. I think we can all spot an elegant person, but I wonder exactly what this means to the brain and eye. Is it "sleekness"- long and lean with precise facial features.
I was not familiar with Audrey Tautou. I think this picture is a bit more flattering

Audrey Tautou was the star of Amelie a rather odd but very funny French feel good movie. Worth a squint at.
I voted for Keira, but I would have considered Sophie Marceau if available.

I don't think American women can be elegant.
Elegance is the whole package so a woman with a lazy diction won't fit. Most British women can't be elegant either, just certain posh ones. Blonde women aren't elegant because they put me in mind of a Germanic descent, and those folk are typical of cursory movement and harsh vocal enunciation.
African women, while undeniably sexy, don't have the dainty features that I associate with elegance and Asian females often do not exude an air of self confidence to promote elegance to the observer - while apparently meeting several other criteria.
Certainly, a lady of South America can typify elegance but I believe that the especially elegant women have French or Spanish genes. Italian women can fit the bill but similar to their South American counterparts are often heavier framed.
Show me a lithe Mademoiselle or a svelte Senorita and I'll show you elegance.
Obviously I am guilty of blasé stereotyping but I did not mean to cause consternation.
Yes, perhaps "elegance" can only be perpetuated by illusion.
The foreign accents sound "sexy and mysterious" and they can't say enough we can understand to realize they are babbling idiots.
I remember a line from the Shawshank Redemption when Andy Dufresne played a song over the intercom.

definitively Nicole Kidman, she is the most beautiful elegant lady,
