'On a scale from one to ten' always means that 'one' is not at all and 'ten' is the most possible.
Therefore in this poll, 'one' is not harsh at all and 'ten' is as harsh as a very, very harsh thing.
All the numbers in between are varying degrees of harshness, the level of harshness rises as the numbers increase until it reaches its zenith at number ten.
As an aside, I do hope one can't catch fuckwit just by reading an interweb thread - if it were the case, I do believe I'd be struck down in a trice after reading this one.
