    i think they are just some general settings that will help improve your utorrent, in retrospec ive never changed any settings in my utorrent except the the top 3 on that list, and it still goes fine

    In order to change this... net.max_halfopen = 43...don't i need to patch my tcp?

    Nothing means u should put 0 which equates to unlimited

    There is no benefit per say, it won't make u upload or download any faster, what it does do is that it won't limit your upload/download speed so basically the maximum upload/download utorrent can achieve will be reached - if your ISP provides 1mb up for example and utorrent can achieve 120kb/s then it will, if though you set this value to say 50 then utorrent won't exceed 50kb/s
