so there was a guy with the same exact IP as you who also happened to be in the same private torrent sites as you. thats amazing. ill give you a cookie if you figure out the mathematical probability of that happening, but if you did that you'd also realize how dumb you sound and cookies dont fix dumb.
You would be suprised at how many people can have the same IP on torrent sites. Dunno if its changed now but in the days of torrentbits, we would find at least 10 people with exactly the same IP. So dont call him dumb unless you have proof that this cant happen.

I don't know much about networks, but I ran a traceroute from my house and only the fourth hop looked like the IP I supposedly have.

Yeah, though as far as I know, the only other ISP (Telmex) has upload speeds of around 10KB/s
