Maybe it is not a real gif (aka renamed from jpg to gif) and the server does notice that it is no gif. Many servers are set that you cant just rename a file cause it could contain code.

Just an idea since my servers for example are set this way for security reasons

Could be that the file name is something like this:

http://www.site.com/my.avatar.gif

And the board will read it as an .avatar file (not valid)

I go into "My Controls", click on "edit avatar settings", & where it says "Enter a URL to an online avatar image", I paste -
http://img.villagephotos.com/p/2003-...20/revpud2.gif (I have tried many others too), the next page displays the message:

Sorry, an error occurred. If you are unsure on how to use a feature, or don't know why you got this error message, try looking through the help files for more information.

The error returned was:

Sorry, that is not a valid file extension

Hope that is enough info for you
