I've been working on tweaking my DSL connection, and I noticed my upload speed (about 650 kbps) was twice as fast as my download speed (about 360 kbps). Is that normal? How do I fix it?

yes normaly down is faster then up.
I am befuddled, is this a question for hardware-world?
before you get bounced over there (i cant be arsed) goto control panel, network connections, double click your conn type click support then fix, or something like that
I am now getting:
Download - 370 kbps
Upload - 670 kbps
Basically unchanged.
