i was wondering can a software improve the quality of the sound level of poorly ripped mp3?? could sumone plz help thanks in advance

I think you can only lower the quality. It's impossible to make a bad audio file have a better quality.

You can 'change it'. Make it clearer, remove background noise and such, but if this makes it sound better is up to the listener really. If you remove to much background noise you remove parts of the song, if you make it too clear you can make the song lose it's edge and make it sound like a cheap pop long with no base and so on.
