I would have thought prescott's idea would have been to put up pictures of his naked rear end on every congested street of london, if that doesnt clear out all the cars... nothing will, think about it, the congestion fee could then work backwards, people would then gladly pay to leave central london.
Thats as interesting as british politics goes, thankfully we don't have to go to parliment every day screaming about gun crime, so we have time to talk about the lesser things in political life... unlike some countries
