i think you plug it into your PCI slot so you can have a couple extra IDE sockets, ie. double the hard drive-age

If your motherboard is anything like new it can probably perform equally as fast. If your mobo isn't new then it is likely that your HDD can't operate at the higher speeds so you wouldn't see any improvement anyway.
It is simply an extra ATA adapter, which would be in addition to the ones built in to your motherboard. Unless you actually need extra ports, leave it alone.
