Out of the 3 you mentioned.
Phoenix Nights is the mutt's nuts!
Partridge was better than The Office for easy laughs but The Office did have that uneasy edge to the humour that made it different to the rest.

I gotta say Alan Partridge tops the lot of them. The original show wa the funniest but it is consistently brilliant.
Last month I was voted 'Man of the Moment' by TV Quick Magazine. In 1988 I was sports reporter of the year for Radio Norwich, and 10 years ago I was broadcasting highly complex traffic information to the whole of the East Anglia region.

They are too different to be compared directly.
