No, it's not down. You need a bulgarian proxy to acess it. Try this one:
http://slivnica.org/forum/images/proxy/index.php (credit to whoever gave this tip, sorry for not remembering your name).

Anyway, its not working properly. I can connect to the tracker but it reports very little peers. Something very uncommun in arenabg.

yeap! it is not down...I tried with the blugarian proxy and I could login..they ban non bulgarians ip like some time before..:whistling
