server 2003 R2 connection speeds

My 100mb server can connect and share to other servers at full speed, but when trying to get files either ftp or http: from say a dsl/cable service it only serves at 50kbs per connection. I am wondering if anyone knows what software setting controls this? Thanks

Is that 100mb over a lan???

Its the upload speed that the cable/dsl connection can handle.
