Download TMPGEnc and Virtual Dub.
Use Virtual Dub to extract the audio to wav form, and then use TMPGEnc to convert the avi and wav to a mpg. Depending on what burning software you use, some have an option that helps you make vcds.
Does that work?

Well, you either don't have the proper codecs or need to extract the audio. SOmeone suggested virtualdub for that but I prefer goldwave. You can find the nimo codec pack here: http://www.divx-digest.com/software/nimo_pack.html. And go back over the instructions on vcdhelp.com to make sure you have everything right.

Firstly if that 8 mile is the DVD Screener, you need the XviD codec. If you can play it on your computer , you have it. If not, get it here (http://www.vcdhelp.com/tools.htm#codecs).
You then need to make some changes to use an XviD encoded avi with TMPGEnc. Change the priorities in environmental settings a la here (http://www.vcdhelp.com/forum/userguides/119019.php)
Just remember to change them back by right clicking and "set to default" when you are finished and want to go back to DivX.
