You will lose the quality of your picture doing this because it makes the image larger and more distorted
since jpg has compression and a gif file has no transparent color, and it has a higher color palet..
so, how to convert your GIF to JPEG:
use any Image editor you want (I'll explain using Paint Brush).
Open your GIF file (File > Open)
Then Save As (File > Save As)
For the "Save as type" box, choose .JPEG.
Then click OK.
jpeg
there will now be a copy of your file .gif called file .jpeg

Erm .... fyi .... painbrush by defaults only have .bmp (options) image type unless you have 3rd party add ons software like adobe photoshop etc which actually makes more file type options formats like jpg , gif functionality to your paint brush
But you are correct in saying to use any image editor then save as / save copy as the preferred format . :) not just changing the file extension as many assumed
Irfanview website (http://www.irfanview.com)

I am pretty sure he wanted to go from .gif to .jpg. Perhaps more complicated than you thought.
