The guy you downloaded off of probably removed the sound files to save space....you can probably download them if you know their names

how am i supposed to change the command line and all that other shit about F12?

Create a shortcut (on your desktop , for example), Rigth Click -> Properties.
In the "Target" line add "-developer" at the end of the line (wothout quotes, and yes it's -developer and not -devolper ;) )
The "target" line should than look like this:
"C:\Program Files\Rockstar Games\Max Payne 2\MaxPayne2.exe" -developer

That acitaves the console, which you can access in the game by pressing the key left to the "1" on your keyboard.
