Cannot Go To The Download Section

I cannot access to the download section, and I don't know why. I have Windows Xp, and I have disconnected the security for cookies...
I don't have any firewall installed, only the Norton Antivirus.
Also, I cannot see some banners... specially the pop-us...
Anyone knows why??

i thought it was as soon as we registered? or do you need 1+post? cos the only way to do seperate permissions would surely be to have different user groups?
