Just wondering if it is possible to convert a .bin file to a video(mp4 mainly) with having to burn it. and if so can u give me a quick tutorial. \

Try VCDGear.
you dont need to convert. just extract the files from the .bin

if it's a vcd or svcd, extract the .dat files from the bin
they are in fact mpeg files (1 or 2). rename them to .mpg
then just use any method you have of encoding mpeg files
