I dont beleive there is any tracker that specializes in just covers. Alien5 just provided a very good list of all the cover sites available.

Those would be the ones.
I posted a nice cover collection on my site a while back. Was about 67 gigs in size. Probably not even close to what some of these websites offer via covers that users submit but its fairly large for it being 1 download.
