Question about Steam accounts

I was looking to buy a copy of CS:Source from eBay.

Since the product keys are registered, wouldn't the copy that I buy have to come with the login information?

a sticky in steampowered.com forums reads this:

Warning: Do Not Purchase Steam Accounts On Ebay

There are a number of people selling Steam Accounts on eBay.

DO NOT PURCHASE THEM:
It is against the EULA to sell Steam Accounts
They are either hijacked Steam Accounts or opened with stolen credit cards.
The accounts will be closed and we have been informed that PayPal / eBay will NOT help since no merchandise physically changed hands.

That doesn't answer my question.

I'm looking to buy the game from eBay. For example - http://search.ebay.com/counter-strike-source_W0QQfromZR10QQssPageNameZWLRS

So if I choose to purchase a used game, does that mean that I will need to ensure that seller includes the info to log in to Steam, right?

I'm a bit on the outskirts here as I've never owned a Steam game.

In theory I think you're right but it's a risk to take. The seller could stitch you up in numerous ways.

I bought Half Life 2 back when it came out and signed up for a Steam log-in, I sold the game a few months later on Amazon completely forgetting to give my Steam details as well (honestly...).

I was surprised when a year later I downloaded and installed Half Life 2 from newsgroups and I could use my Steam log-in still. Counter Srike: Source is on there as well (though I've never played it).

If you want my account to use indefiently then let me know and I'll forward you the username and password. I don't use it (I hate CS:S) and this is the first time I've thought about it since I completed Half Life 2.

You'd need to install the Steam client, log-in as me and then download CS:S via Steam.

How can I refuse such an offer?

Thank you, sir.
