I would think that axx would be given once they get to know you.
I doubt they would give axx to people off the street without at least knowing them more than 30 seconds from a pm.
In regaurds to raghuveer's question.
Im sure if you managed to get a seedbox setup you could ask the staff on RTS and they could get you setup with the general information of how to use it and such..
Or you can read through some of the helpful threads that have already been posted in threads on this site for specific O.S. Setups.
