Changing Video Bitrates

I have a movie file which is too big and clear for my pc to handle *kicks pc* so I need to downgrades its quality alittle, its only like 2 seconds out fo sync but it is annoying so is there a program to change its video bitrate?

You can use another player to try if it works better,some people say that VideoLAN is better then other when it comes to this thing.
You can re-compress a movie to get down the bitrates with Virtual Dub and guide is here.
