Best place to look are at some Studio Extensions sites. Best ways to get them are
a) Check out the links for the specific software at macromedia.com
B) Search on Google - "<Program Name> Extensions"; in this case "Dreamweaver Extensions"
You'll find a few then.
And when you find it, let me know - I'm looking for one myself (amongst other things ;))

Your probably talking about Marquees right? Try this HTML code:
<marquee>TEXT HERE</marquee>

Marquee's are useless if thats what you are looking for. Horizontal scrolling is not considered good nowadays especially marquees are totally out of fashion. I wrote a javascript for vertical scrolling script more like a news reader. If you want I can give it to you...but I am out of town nowadays so it might take sometime to get back and give you the script, that is if you want.
However if you still want horizontal...I will try to make one.

<marquee direction="down">TEXT</marquee> would be vertical scroll i think,
You can also set the behaviour of the marquee (scroll - default, slide and alternate).
You really don't need JS for this kinda thing.
EDIT:
Mistake

Nah, marquees are ok if you add JS and CSS to them. I forget how though... 'cause they're not in fashion, i haven't used them since i was a HTML n00b.
And hey metrostars :)
