Would a VPN bypass ISP newsgroup speed cap?

Hey all,
Just wondering if using a VPN to access my ISPs newsgroup servers would bypass the cap they put on it.

No. Actually, you may not be able to access your ISP's usenet servers at all if you use a VPN.
