Since satellite internet service utilizes dynamic rather than static IP addressing, does this feature make tracking users of Kazaa++ over satellite conections less vulnerable to unwelcome investigation?

Doesn't make a difference, I would say.
The RIAA logs IP adresses together with the time.
So all they have to do, is ask the ISP who had that IP at that specific time.
