Why Not Incoprorate Message Into Kazaa (lite)

i've been using mirc quite a bit lately, and on the majority of channels, a message is thrust upon the users when you connect. the message is basically "if you're a member of law enforcement or anti piracy agency, you are violating law ... signed by bill clinton. go away."
does this message carry any weight legally?
if so, why not try and incorporate it into next build.
if not, tell me to shut up and stop being silly
