Bandwidth Monitor v3.1
Runs in background, VERY light, you can even hide it so you only see the window by clicking a specific hotkey. It logs up / down bw per day / week / month / year
Very easy too use, nothing too fancy / useless

I believe Netlimiter can do the trick too.
I've been using it for some time now, but just for myself. I am not 100% sure it works to limit your LAN-users speed.
Just Google it.

Netlimiter is just the right thing for you ! you can also control your bandwidth by using plugins for mozilla like flash block,ad-block which limts your usage by killing ads and un wanted flash while browsing !
