I recently found myself lurking on this website.
Is this a good or bad thing?
Should i feel guilty?
Does one not Lurk until the the moment of actually posting something, once it is posted, one then instantly Lurks again?
Is Reading diffrent than Lurking?
What are the official rules about Lurking?

If you are visible that's not really lurking, that's just waiting around until someone notices you.
If you are invisible, that's lurking. Since we allow invisible mode, we obviously allow lurking.
Lurking while not actually posting or reading anything does absolutely no harm whatsoever, and is more commonly known as a total waste of time.
However, posting complete blather in EATTB instead of the lounge is not allowed. Consider yourself admonished.

i will now finally get noticed.
I generally intend to come to this site to solve wordly & mass hysterical problems,
yet within seconds i find myself paralyzed in awe

It's not a good thing.
You shouldn't feel guilty.
Yes unless you are reading.
Yes reading is reading.
They allow it. Lurk to your heart's content.
