Optimal connection settings for dedicated server?

Hey guys, I'm running a 2.0ghz w/1Gb Ram, and a 250HD. 100/100
Its running Gentoo Lunix w/bittornado as the client.
Any suggestions as to what I should set the max upload connections and max connections in the transfer tab to?
I'm only getting about 2-3mb up on good torrents, figured I should be getting a little more, and I have no clue about what settings are best for good speed on a server.
Any guides or suggestions?
