Tmpgenc Settings

I want to convert an avi file to svcd to play on my stand alone dvd player. I've used tmpgenc to do this before but now I have no idea how I did that. after the encoding is finished the size of the screen is not correct (I believe it's called ratio) I really would like it to be full screen but when I enter that it keeps adding borders at the sides. I've tried a bunch of setting but do any of you know the best way to get what I want?
(or a better program to do it)
