The instructions for Arctic Silver's other thermal compounds tell you to spread the compound into a thin layer over the CPU's core, but this step doesn't exist for the Céramique. Am I right in assuming that it's not necessary, or is it actually missing?

You don't need to do that step.
But if it was me I would still spread it on the CPU core. Just be sure to use a small amount and spread it with the plastic bag as shown for the heatsink.
