i don't think that you could alter it, other than going into the source code and changing some things. That would be too much. I'm thinking the sources your downloading off of, only have a 5 kb download rate, or whatever.

Get the SHADOWS Client lets you configure it to your connection speed ;)

Do exactly what wolfman said. Shad0w's lets you control your upload and your download max speeds as well as some other nifty things. Just thought I'd back him up there.
