Anyone Use Descrable "software"

Is there any Descramble software out there? Have you used it?
I know the tuner card may make it possible, because when i change the channle on the card.. It picks up noise that's distorted, but still there... Even when i change my satallite box's channle to a pay per view channle. Strange?
