I'm posting this here, because the PG boards will still not allow me to log in. When checking the IP of a supernode in ARIN the other day, I found it listed as Cogent Communications. They are now listing themselves as Cogeco, but I have them incorporated into my IP blocker as Cogent Communications. Anyways, here is what I am able to display from ARIN:
Cogeco Cable Inc. CGOC (NET-24-141-0-0-1)
24.141.0.0 - 24.141.255.255
Cogeco Cable Solutions CGOC-HATO1-1 (NET-24-141-96-0-1)
24.141.96.0 - 24.141.111.255
I believe they are acting as a supernode.

it's a canadian cable modem access/isp from what i can tell ( most likely residential stuff not anti p2p )

what message are you getting when failing to login to the pg forum?

My mistake.
My account must have been discontinued because now they're saying they can't find the member name, but the original error was something that just said "An error occurred" after attempting to login and gave me the login prompt again. I will try creating a new account soon and see if I still have the same problem.
