I would like to know the meaning of the various icons and envelopes for each user when a New Post is posted and replies are received.

Polls can only be started by Admins and Mods, if you have an idea for one, PM one of them with the idea.

Go to the page where you can see all the posts in one category and scroll all the way to bottom and it should be explained there.
