everytime i try to delete it it say's it cant cuz program using it ?
i tried finding the program that it's using but can't figure out what's stopping it ,nothings running so what the problem ?

Right click here (http://www.home.no/k-lite/XP-AVIFIX.inf) and save target as. When the file is downloaded right click the file and choose install.
Then delete Your file.

In Windows XP You can delete the file this way:
Start -> Run -> Command -> cd c:\YOUR FOLDER NAME -> del YOUR FILE.avi
