Mouse Problem

another problem i'm having a hard time solving from my reformat of my harddrive.
i have a microsoft intelipoint mouse with a middle scroll button. it worked fine before my reformat but now when i try to scroll down a simple website to read (say google news) it refreshes as it scrolls down (you can see the refresh line going and then it goes down slow, makes reading a site painfull to the eyes.)
i've installed all the drivers for the mouse and updated all windows updates and it still does it...
anyone with some suggestions? or know a simple fix? this is getting kinda annoying.

did you install the latest graphic drivers for you card ?

Did you try upping your monitor refresh rate in Display?
