It's not a torrent file, it's a link to a webpage which provides a very usefull tool.

It shows you which torrent currently have seeds (red) and how many seeds are online. It also shows you how many users are online (green).
I just start torrents which are currently being seeded, or there are users online.
You can also right click the link and download the torrent itself (save as). That way you can re-start the torrent when it suits you.
Remember you can search for All Words, Any Word or Exact Phrase.
It works for me.
