to install with out the installer. first make a backup of particle CFG and TXD
files.Just replace the particle CFG file in the "data" folder with the one in
the zip Now replace the particle.txd into the "models" folder with the one in
the zip and your ready!

Though the idiotproof way is to get the GTA mod installer (http://www.gta3mods.de/gtavc_tools.php) (scroll down) and install from the script.
