If i install multiple P2P programs can i set them all up to use the same download folder, and will the dat files be picked up and restarted by them?

well only if the other programs are kazaa grokster imesh or mammoth. but they all use the same network so you wouldn't be gaining anything.
other p2p programs dont use kazaa's .dat format for partial downloads

just because they dont use it doesnt mean you should still share them.
If you do you'll just bring a lot of incomplete files to the network. One way to piss sharers off.
