Making This Dvd

I have 3 indentical videos. I am using NeroVision Express 2 to make them into VOB files to be burned to dvd. But when I added them to the project, 2 of them went to around 1500 kbps while the last one stayed around 5000 kbps. This made the size go 1 gig over the space on a dvd-r. Each movie is around 1 hr long.
I wanted to know if I could change just the last movie after I make the VOB files by using DVDShrink or another program. Or if I had to do it before I made them.
