Ok it is a folder or file you can't access? You can go to it's propreties, Under the Security tab add yourself to have full control. You can also click advance and take ownership.
If you don`t see the Security tab then you go to Folder options-> view and turn off simple file sharing.
BTW what program is that? A satellite DSS receiving program of some sort? (icon looks like a dish)
