Port Throttling

I dont know much about port throttling but its bringing my very high speed connection down to <1kb/s. Now I've done the obvius (switching to many diffrent ports) but there's never much of a difference. My computer is on a fairly large private network of about 3,000 computers and have plenty of money and staff (in case it matters). Is there anything i can do?

There's no way round port throttling that I know of as it's a practice that the ISP 's employ to control usage.
