Building A cheap PC for a friend

A friend of mine needs a new computer. She only has one crappy one in her house she has to share, she has one in her room but she says its from the mid 90's and don't feel like fixing that. She has a moniter and a keyboard and mouse.
So I was thinking what do you think I should get her, for a super cheap computer for school, music, porn, and web surfing. Not expensive, but not crappy cheap?

My bad, I forgot to say looking close to 300 american for the mobo cpu ram and hd and a cd burner or something.

Thats roughly £150, and that wuld be quite hard. I've seen second hand refurbished pc's for £200 ($400) they are like 1.8Ghz P4, 128mb ram, CD-rom drive, 4mb graphics, 20gb Hdd, mind you pc prices in the UK are higher than in US.

Also if the computer she is using right now is that then the moniter should also be about the same age and i've had alot of problems with older moniters (different connections, being different colour settings or something) so i would advise testing the moniter on a new computer (possibly yours) as i doubt it will work.
