my comp is being funny

sorry if this is in the wrong section but i am not sure what one it goes in, when i use ie or firefox i open a web page and it seems to scroll down on its own, like now it just keeps trying to scroll to the bottom with out me doing anything, does can i get rid of this, i have this for a while and its starting to piss me off, i`ve restarted my comp loads of time asw well

Have you got a scroll mouse,it could be an autoscrolling thing,does the page scroll up and down as you move your mouse,if it does just click down on the scroll wheel that should stop it,some of them activate if you move the mouse to quick as well.
