Dont know if this will help found on another forum.

PowerPack is integrated into Release 11. Release 11 is the latest version. If you have dBpowerAMP Music Converter, youalready have PowerPack

is this in dbpowerAMP?
regardless, you don't need any specific programs to edit the id3 tags of your mp3 files...there are many programs that provide both powerful and basic tag-editing options.
Some are bundled with burning/ripping software, while some are standalone products. Natively, Windows XP will allow you to view and edit tag info from the file properties dialog window, though its options are somewhat limited.
I use the venerable mp3tag (http://www.mp3tag.de/en/) :P

anyway, i dunno much about PowerPack or what it is, but there's no reason you should feel tied to any specific program in order to edit the metadata of your files.
