Windows not prompting after download?

I've noticed this week that Windows is no longer prompting me to open/close a file after I've downloaded it. I still hear the sound when a download is finished, but no prompt. Now I have to go get it and open it manually.

Anyone know why this happened or more importantly, how to fix it?

EDIT: I'm not sure if it's related, but BitComet is also not opening files automatically. I have to save them and them go open them.

Thats bad advice Vargas.. U reset all ur settings just to fix one setting?

Try this.. Tools => Internet Options => Advanced => Check "Notify when download completes"
