there's really no way to permanently ban a single user with a great degree of accurracy.
it's really pretty pointless.

coulnt they block your local ip which you cant change or something.

In general users access the internet from the same ISP and will allways be in the same block of ip addresses. ADSL and cable users tend to stay in the same block of 256 addresses when they change ip, only shifting further when the isp makes changes to their network.

It's possible to ban all users from a paticular ISP or a paticular country with reasonable accuraccy but with a risk of blocking innocent users.

IP bans work well enough to be a usefull tool for blocking annoying people.

You don't know what you are talking about.

MAC addresses are not transmitted across the internet.

MAC addresses are a layer below internet protocol and are only
used by some, not all, types of data connection.

A computer on a dialup modem internet connection without a network
card does not have a MAC address.

When you download a webpage with a typical cable/adsl setup you have
http inside TCP inside internet protocol inside ethernet frames.

On a cable/adsl link if you have a router or a single computer doing connectoin sharing the ISP only sees the MAC of that machine.

Your MAC address only gets as far as the local DSLAM in a cable system.

Your MAC address does not get as far as other customers of your ISP or other ISP's. (For the pedants, yes a few cableTV ISP's may have their systems misconfigured so you might see the MAC's of your neighbours computers on the same DSLAM as you and cable modems usually have the link encryption turned off so really bored hackers can use modified cable modems to sniff their neighbours traffic.)
