At what point do you decide to start a topic?

i) puzzling me,
ii) appears to be news not posted,
iii) verified files not posted, i.e NZB's

obviously this would include searching (http://www.filesharingtalk.com/vb3/search.php?) first or looking in the descriptive topics.
