During dinner party someone mentioned that after WWII
there was a deal that since US helped releave Europe from oppresion
Europe has to import a certain percentage of US movies every year????

This could explan why european films are not as "available" due to everflow of us movies?

is this true or mere hearsay?

Very well could be true though.

I know where I used to work in Germany, any local national who was employed before a certain time with the US government and was provided housing, was able to stay in that house rent free until they moved. This was irregardless of their continued employment with the government.

We had a few families who had been living in their apartments within our post and had been for 20+ years at the time although they had not worked for us for 10 years or so.

Part of the agreement in place after the war.

Can't say if that is true. But there may be, or have been at one point, some sort of agreement disallowing bans on importing american movies because of an earlier censorship on such things, that might have been in place during and before the war in some nations.

It's possible, tho I'm not sure about it. Only conjecture, really.

If there is, it surely can't apply to all of europe, only the defeated if so.
