easy program to make backgrounds

i am after a easy program to make backgrounds. i want to make different textures and colors to suit my needs. Also being able to add a picture to it would be nice also.

photoshop cs2 isn't as hard as you might think and is the best, imo.

Paint.NET is free and available here (http://www.eecs.wsu.edu/paint.net/). It's supposed to be very similar to photoshop and easy like paint is.
